Licensing and what to verify
Ask for the electrician's registration and trade certification, and confirm they can issue a certificate of compliance for the work. Anyone who says a COC 'isn't necessary' for a DB board change or new circuit is telling you they cannot issue one.
For solar, generator changeover and three-phase commercial work, ask specifically what similar installations they have completed and request one contactable reference.

Red flags you can spot yourself
You do not need to be an electrician to notice bad work. Open the DB board cover and look: circuits should be labelled, cables should be neatly dressed and terminated, and there should be an earth leakage device. Loose strands, taped joints in walls, undersized cable feeding a geyser, and a board with no earth leakage are all reasons to stop and get a second opinion.
